My comments that while someone is speaking you should be focused and giving your 100% to listening. Sorry, there is no way anyone fiddling with an iPad, iTouch or whatever type of electronics when someone is speaking is showing they are 'Engaged to the Speaker' and "Receptive" to the information being shared.

I suggested that research be done on a break (I have been to enough meetings to know that a 5 minute break happens) and they can research at that time. A stupid response was made after I spoke that we can't be taking 5 minute breaks all the time to research, that is not happening. DA! Really, project this idiocy and try and make a fool of the person speaking - its pitiful!

I do endorse the use of cutting down paper and feel that Councilman Botts is onto something, but to not present perimeters for etiquette during an Open Public Meeting with any of the Boards/Commissions/Committees, is short sighted. Under the Open Meetings Act any texting/conversations etc. that ensue with a panel that is part of a Public Meeting is subject to disclosure to release such information.

Recently, Jay Rosenfield, who recently ran for a School Committee seat against the Chair, Andrea Iannazzi, had this to say: “A similar situation recently happened at a Montpelier, VT council meeting (http://nuweb9.neu.edu/firstamendmentcenter/?p=1907). The local newspaper filed a FOIA (Freedom of Information Act) request for the transcript of the texts. The city complied. The public has the right to do the same here." Jay is for transparency and all about disclosure, as am I.

He pointed me to the procedure is that the school department (and other bodies) will have so many days (10 working days) to comply. If you don’t get a response, you can then file a complaint with the AG office (http://www.riag.ri.gov/civil/opengovernment/) .

But, in the end....it's simply rude to not listen, but we currently have a Council President that started off on a bad note with me and wouldn't acknowledge me with my email request 3x since January 3rd, until I wrote to the Mayor and the next day at the Council meeting said, Oh yeah I just opened it today, February 25th because I had a flood and 2 weeks without email. Lame, lame lame.
