NOTICE OF PUBLIC HEARING

A Public Hearing on the following proposed Ordinance will be held

before the Finance Committee on Monday, February 6, 2017 at 7:30 p.m. Council Chambers, 869 Park Avenue, Cranston, RI. pursuant to Section 3.12 of the Charter.

Complete copies of proposed Ordinance is available for public review at the City Clerk’s Office and the Cranston Central Library and can be viewed on the City’s website cranstonri.com under calendar by clicking on the meeting date.

PROPOSED ORDINANCE 1-17-03 IN AMENDMENT OF TITLE 2 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “ADMINISTRATION AND PERSONNEL/MUNICIPAL COURT” (Judges’ Salaries)

It is ordained by the City Council of the City of Cranston as follows:

Section 1. Title 2, Chapter 40, entitled “ MUNICIPAL COURT” is hereby amended as follows:

2.40.120 - Compensation of municipal court judge and municipal court clerk.

A. The compensation of the Chief Judge of the municipal court shall be [fifteen thousand five hundred twenty-five dollars ($15,525.00)] eight thousand twenty five ($8,025.00) per year, unless otherwise amended by ordinance of the city council.

B. The compensation of the Senior Associate Judge and Associate Judges of the municipal court shall be three thousand seven hundred fifty dollars ($3,750.00) per year, unless otherwise amended by ordinance of the city council.

C. The compensation of the clerk of the municipal court shall be zero dollars, unless otherwise amended by ordinance of the city council.

D. The compensation of the Chief Judge, the Senior Associate Judge, the Associate Judges, and the Clerk may be amended by ordinance of the city council.

Section 2. This Ordinance shall take effect January 3, 2017

PROPOSED ORDINANCE 1-17-04 IN AMENDMENT OF TITLE 2.40.020, OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “ADMINISTRATION AND PERSONNEL/MUNICIPAL COURT” (Appointment, Term and Qualifications of Judge of The Municipal Court.”

It is ordained by the City Council of the City of Cranston as follows:

Section 1. Title 2 Chapter 40, Section 020 entitled “Appointment, term and qualifications of judge of the municipal court.” is hereby amended:

A. The court shall be composed of one chief judge, one senior associate judge, [ two] four associate judges and one auxiliary judge appointed by the city council. The judges shall serve until his or her successor shall be duly appointed.

Section 2: This Ordinance shall take effect upon its *final adoption.

PROPOSED ORDINANCE 1-17-06 RATIFYING SCHOOL COMMITTEE’S COLLLECTIVE BARGAINING AGREEMENT WITH THE CRANSTON TEACHERS’ ALLIANCE, LOCAL 1704, AFT (TEACHERS’ UNIT - FISCAL YEARS 2017-2019)

It is ordained by the City Council of the City of Cranston as follows:

Section 1. The Cranston School Committee having bargained collectively with the Cranston Teachers’ Alliance Local 1704 AFT, which is the certified bargaining representative of Teachers Unit as set forth in the attached contract;

Section 2. The School Committee in accordance with Section 11.01.2 of the Cranston Home Rule Charter posted and made public on December 16, 2016, a copy of the proposed contract at least 72 hours notice prior to the public hearing on December 19, 2016 at which time the School Committee voted to approve the attached agreement.

Section 3. That the agreement in writing between the School Committee and the Cranston Teachers’ Alliance Local 1704 AFT, copy of which is attached hereto and made a part here of, is hereby ratified, confirmed and approved by the City Council.

Section 4. Any additional agreements, letters of understanding, contract addendums or modifications during the life of this collective bargaining agreement between the parties must be ratified by the City Council and comply with Charter sec. 11.02.1

Section 5. This Ordinance shall take effect upon its final adoption.

PROPOSED ORDINANCE 1-17-07 RATIFYING SCHOOL COMMITTEE’S COLLLECTIVE BARGAINING AGREEMENT WITH THE CRANSTON TEACHERS’ ALLIANCE, LOCAL 1704, AFT (TEACHER ASSISTANT/BUS AIDES UNIT - FISCAL YEARS 2017 – 2018)

It is ordained by the City Council of the City of Cranston as follows:

Section 1. The Cranston School Committee having bargained collectively with the Cranston Teachers’ Alliance Local 1704 AFT, which is the certified bargaining representative of Teacher Assistant/Bus Aides Unit as set forth in the attached contract;

Section 2. The School Committee in accordance with Section 11.01.2 of the Cranston Home Rule Charter posted and made public on December 16, 2016, a copy of the proposed contract at least 72 hours notice prior to the public hearing on December 19, 2016 at which time the School Committee voted to approve the attached agreement.

Section 3. That the agreement in writing between the School Committee and the Cranston Teachers’ Alliance Local 1704 AFT, copy of which is attached hereto and made a part here of, is hereby ratified, confirmed and approved by the City Council.

It is ordained by the City Council of the City of Cranston as follows:

Section 1. The Cranston School Committee having bargained collectively with the Cranston Teachers’ Alliance Local 1704 AFT, which is the certified bargaining representative of Technical Assistants Unit as set forth in the attached contract;

Section 2. The School Committee in accordance with Section 11.01.2 of the Cranston Home Rule Charter posted and made public on December 16, 2016, a copy of the proposed contract at least 72 hours notice prior to the public hearing on December 19, 2016 at which time the School Committee voted to approve the attached agreement.

Section 3. That the agreement in writing between the School Committee and the Cranston Teachers’ Alliance Local 1704 AFT, copy of which is attached hereto and made a part here of, is hereby ratified, confirmed and approved by the City Council.
