4-story mixed used building proposed for Park Ave. site

Legion Development Inc. is in the pre-application process of proposing a four-story, mixed-use building on the property of Legion Bowl and Billiards and Pub on Park at 655 and 661 Park Avenue. A walk of the site will be held this Saturday, Feb. 19 at 9:30 a.m. to hear the company’s plan for the site; the event is open to the public.

City Planning Director Jason Pezzullo said Legion Development Inc. has had ongoing discussions with the City Planning Department since 2018 about constructing a mixed-use, urban design building; the first renderings of the building came about during the pandemic and Pezzullo said the design is “something Cranston hasn’t seen before and would add to the community.”

Legion Development Inc. would tear down Legion Bowl and Pub and develop a four-story building with a total of 74 residential units – 64 of which would have one bedroom with the remaining rooms holding two bedrooms. It is defined whether this would be affordable housing. Additionally, there would be a 2,000 square foot commercial space on the first floor.

According a Feb. 10 planning department memo, this major land development requires an amendment to the Comprehensive Plan Future Land Use Map [FLUM] from “Neighborhood Commercial Services” to “Special Redevelopment Area” and a zone change from C-3 (General Business) to C-3 with conditions to allow the requested density, building height, permitted uses and potentially reduced off-street parking.

The total site area comes to 1.93 acres and will house one building. The property included for this construction consists of 655 and 661 Park Avenue, 271 Doric Ave, AP 3, Lots 1696, 1695, 289, and 291.

The proposed building will be seen from the highway and Pezzullo, after speaking with Legion Development Inc., suggested that they create a building that makes a statement.

“It has something for everyone,” Pezzullo said, mentioning that as of now, the developer is looking to market the housing toward active adults – older individuals who may want to downsize and not have a yard but still lead an energetic lifestyle.

Since no application has been submitted yet, there is no set date for future public hearings. However, if pursued, the project will require public hearings before the Development Plan Review Committee, City Plan Commission, Ordinance Committee and City Council. Additionally, everyone in the neighborhood will receive notice about the potential development.

The site walk begins at 9:30 a.m. on Feb. 19 at Legion Bowl and Billiards and Pub on Park (655 and 661 Park Ave.). Those planning to do the site walk may park behind the building, and the walk will commence in the parking lot.
