Victoria Otto and her co-chair of the PVA Garden Group, Lindsay Neagle and Peace Street neighbors Jayson Dolbec and Bethany Moody designed, built, painted and planted the 250th flower boxes at Pawtuxet Park. A village resident for the past nine years, Otto is an avid gardener and in addition to taking on park gardens the group also maintains this rose planter she was found trimming Wednesday in preparation for the parade Saturday.
