A Public Hearing on the following proposed Ordinances will be held before the Ordinance Committee on Thursday, August 12, 2021 at 6:30 p.m. in the City Council Chambers, City Hall, 869 Park Avenue, City Hall, Cranston, R.I. pursuant to Section 3.12 of the Charter, in accordance with the RI General Laws Chapter 45-24-53 for the purpose of considering the following items listed on the agenda.  Remote participation is also available by using the logon information provided below as posted on the City’s website at www.cranstonri.gov and Secretary of State’s website at www.sos.ri.gov.

PROPOSED ORD. 7-21-09 IN AMENDMENT OF CHAPTER 2 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “ADMINISTRATION AND PERSONNEL – FILMING AND RECORDING OF MEETINGS”

It is Ordained by the City of Cranston City Council as follows:

Section 1.  Chapter 2.04 “Mayor and City Council” is hereby amended by adding the following:

Chapter 2.04.090 Filming and Recording of Meetings

All City Council meetings and City Council committee meetings, with the exception of when in executive session, shall be filmed, recorded, and made available to the public online within 30 days.

Section 2.   This ordinance shall take effect thirty (30) days after its final adoption..

It is Ordained by the City of Cranston City Council as follows:

Section 1.  Chapter 10.32.030 is hereby amended by adding the following:

Quail Hollow Drive and Wildberry Drive, 4 way stop.

Section 2.   This ordinance shall take effect upon its final adoption.

PROPOSED ORD. No. 7-21-13 IN AMENDMENT OF CHAPTER 10.32.020 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “MOTOR VEHICLES AND TRAFFIC – STOP INTERSECTIONS-ENUMERATED”

It is Ordained by the City of Cranston City Council as follows:

Section 1.  Chapter 10.32.020 is hereby amended by deleting the following:

Quail Hollow Drive at the intersection of Wildberry Drive.

Section 2.   This ordinance shall take effect upon its final adoption.

PROPOSED ORD. NO. 7-21-14 IN AMENDMENT OF CHAPTER 2.72 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “ADMINISTRATION AND PERSONNEL – JUVENILE HEARING BOARD”

It is Ordained by the City of Cranston City Council as follows:

Section 1.  Chapter 2.72.060 is hereby amended as follows:

The membership of the board shall consist of nine regular members and four three alternates over the age of eighteen (18) years, to be appointed by the city council, all of whom shall be residents within the city, and none shall be an elected official in any capacity or belong to or be appointed to any partisan organization in any city or town. The regular members currently appointed the board shall serve for a three-year term, ending December 1, 2004. Thereafter, the city council shall appoint three members whose terms shall expire on December 1, 2007, and thereafter until his or her successor is appointed and qualified, two members whose terms shall expire on December 1, 2006, and thereafter until their successors are appointed and qualified, and two members whose terms shall expire on December 1, 2005, and thereafter until their successors are appointed and qualified. The four three alternates shall be appointed for one-year terms to expire on December 1. During the month of November and annually thereafter, the city council shall appoint a member or members to succeed the member or members whose terms will then next expire, to serve for a term of three years, commencing on the first day of December, and thereafter until their successors are appointed and qualified. In the event of a vacancy occurring in the office of a member by death, resignation or otherwise, such vacancy shall be filled in like manner as the original appointment, but only for the remainder of the term of the former member. On December 1, 2012, the board shall revert to seven (7) members.

No member of the board shall be entitled to receive any compensation by reason of his or her service on the board. An attorney may be appointed to the board as an ex officio member by the chief judge of the family court.

The composition of the board shall consist of citizens of Cranston who have backgrounds in or related to the fields of education, probation and parole, human services, community youth programs, members of the clergy, former law enforcement or judicial officials, or any citizen who the council deems has the credentials that would be an asset to the board.

Section 2.   This ordinance shall take effect upon its final adoption.
