A Public Hearing on the following proposed Ordinances will be held before the Ordinance Committee on Thursday, June 15, 2023 at 6:30 p.m. in the City Council Chambers, City Hall, 869 Park Avenue, City Hall, Cranston, R.I. pursuant to Section 3.12 of the Charter, in accordance with the RI General Laws Chapter 45-24-53 for the purpose of considering the following items listed on the agenda.  Remote participation is also available by using the logon information provided below as posted on the City’s website at www.cranstonri.gov and Secretary of State’s website at www.sos.ri.gov.

PROPOSED ORD. NO. 5-23-01 IN AMENDMENT OF TITLE 2, ADMINISTRATION AND PERSONNEL, CHAPTER 2.16.010 OF THE CITY OF CRANSTON, 2005, ENTITLED “POLICE DEPARTMENT COMPOSITION.”

It is ordained by the City Council of the City of Cranston as follows:

    Section 1.  Title 2, “Administration and Personnel”. Chapter 2.16, “Police Department”, Section 010, “Composition”, of the Code of the City of Cranston is hereby amended by adding and deleting the following:

    2.16.010 – Composition.

    B. The sworn members of the police department shall be as follows: One chief of police who shall hold the rank of colonel, two majors, six captains, one captain first class, eight nine lieutenants, nineteen (19) sergeants, and one hundred seventeen sixteen (117) (116) police officers.

    Section 2.  This ordinance shall take effect on its final adoption.

PROPOSED ORD. NO. 5-23-02 IN AMENDMENT OF TITLE 17, CHAPTER 17.109 OF THE CITY OF CRANSTON, 2005, ENTITLED ‘Plan Commission’

It is ordained by the City Council of the City of Cranston as follows:

    Section 1.  Title 17, Chapter 17.109 is hereby amended by adding the following:

        Chapter 17.109.020 Filming and Recording of Plan Commission Meetings:

    All Plan Commission meetings with the exception of when in executive session or at a site visit session, shall be accessible to the public via live stream online, and filmed, recorded, and made available to the public online within thirty (30) days.

    Section 2. This ordinance shall take effect upon its final adoption.

PROPOSED ORD. NO. 5-23-03 IN AMENDMENT OF TITLE 6 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “Animals”  (Roosters)

It is Ordained by the City of Cranston City Council as follows:

Section 1.  Title 6, Chapter 6.08 is hereby amended by adding the following Section:

6.08.300 Roosters

Each homeowner is permitted to keep one rooster in a coop and fenced in area on their property no closer than 150’ feet to the dwelling of any abutter.

6.08.301 Exemptions

The activities and land use of any property owner occurring in accord with R.I. Gen. Laws §2-23-1, et seq., are exempt.

6.08.302 Enforcement

The building official, building code enforcement officer or their designee is responsible for enforcement in accord with this section and all other applicable sections of the Code of Ordinances.

6.08.303 Fines

Any person, business or entity determined to be in violation of this ordinance shall be fined as follows:

1. For a first violation a fine of one hundred ($100.00) dollars;

 2. For a second violation a fine of two hundred ($200.00) dollars;

 3. For a third or subsequent violation a fine of three hundred ($300.00) dollars.

Section 2. This Ordinance shall take effect upon its final adoption.
