It is cheaper now only because we have built in low areas and flood zones. We have filled in wetlands and moved rivers to build our capital city. Humans are too arrogant to believe Mother Nature will not reclaim its own. The water rise is not hypothetical in my eyes, so instead of a study move stop building and move to higher ground. The deserts of the world were at one time covered with water, to think that it won't happen again is foolishness, as is thinking humans can stop it.
