He will need more than luck if it’s true about the lack of administrative experience coupled with being an outsider. The past “ acting” Chief at least knew the day to day operations and did a good job juggling the responsibilities of 3 positions. This new Chief will be pretty much on his own with no guidance as there are still no assistant chiefs.
