It appears to me that there was a negotiated side deal, somewhere the city got something for it. I believe that’s how collective bargaining works. I believe those two neglected to finish their side of the deal for some reason, but still paid it out. I don’t see any wrongdoing on the unions part. They negotiated it and were paid what they negotiated. The two meatheads didn’t bother to ratify it. Where that goes legally I don’t know, but you can’t prove intent to defraud there. In my opinion. The buck is being shuffled.
