Time to smile  The Gaspee Days parade commemorating the 250th anniversary of the burning of the HMS Gaspee proceeded at a leisurely pace Saturday, but that didn’t frustrate spectators who took the occasional pause to speak with the marchers, even hand them cookies. And, indeed, the marchers shared in the festive mood as demonstrated by the Cranston Police Color Guard.
