BENCH WARRANT

At 4:45 p.m. on Sept. 25, while on a fixed post at 1072 Plainfield St., Johnston Police Officer Thomas Santurri observed a silver Honda Civic with Rhode Island plates travel past his location eastbound.

“It should be noted I did not observe the male operator wearing his seatbelt,” Santurri wrote in the police incident report. “I subsequently detained the vehicle in the area of Plainfield Street and Silver Lake Avenue in the City of Providence.”

Santurri made contact with the driver, identified as Ricardo Maldonado, of 435 Gannet Court, Kissimmee, Florida.

A check with the Rhode Island Law Enforcement Telecommunications System (RILETS) revealed Maldonado had an active Third District Court bench warrant for failure to appear at an arraignment.

“It should be noted the originating charge was shoplifting from the Cranston Police Department,” Santurri wrote.

The driver also did not possess a valid driver’s license and was issued a notice to appear at Third District Court on Nov. 1, for driving without a license, according to police.

Maldonado was taken into custody and transported back to police headquarters where he was processed and later transported to the ACI Men’s Intake Center. He was also issued a Johnston Municipal Court Summons for not wearing his seatbelt, Santurri wrote in the report.

RESISTING ARREST

On Sept. 25, Johnston Police Officer Kevin Brady responded to the area of 1080 Plainfield St. to investigate a reported hit and run accident.

“Upon arrival I was flagged down (by) the owner of the vehicle that was struck,” Brady wrote in the police incident report. “He advised me that he took a picture of the plate of the suspect vehicle.”

The photo showed a black Dodge sedan bearing Rhode Island plates, which came back to a Vanessa Castillo, of 9 Victoria Mount St., Johnston. Brady went to her home and located the vehicle in the driveway with heavy front-end damage.

Brady knocked on the door and a woman answered.

“I asked if she was Vanessa,” Brady wrote.

Castillo allegedly swore at police and used racist language, according to the police report.

Neighbors came outside and witnessed the disturbance.

Castillo eventually came outside the home, “clenched her fists and lunged at” Brady, saying “I’ll [expletive deleted] you up.”

An additional Johnston Police officer arrived on the scene to assist.

Brady advised her that she was under arrest for Disorderly Conduct, and he attempted to place her in hand restraints. Brady wrote that Castillo pulled away from police and refused to be placed in hand restraints, resisting for about a minute before police “were able to subdue her and place her under arrest,” according to the report.

Castillo was transported back to police headquarters where she was processed, allowed to make a phone call, and released with a District Court Summons. She has been charged with misdemeanor counts of Disorderly Conduct and Resisting Arrest.

SHOPLIFTING

Around 3:09 p.m., on Sept. 26, Johnston police were dispatched to a store in the town (police redacted the name of the store in the released police reports) to investigate a reported larceny.

Police arriving on the scene located the alleged “involved suspects” in a black Hyundai Sonata with Maine plates in a parking lot.

Johnston Police Officer Manuel Perez wrote in the police incident report that he identified the driver of the vehicle as Michael Bartis, of 95 Pond St., Apt. 6, Cranston, and two passengers in the vehicle as David Ezell, of 7 Arlington Ave., Apt. 3, Warren, and Candi M. Meseck, 3188 Post Road, Warwick.

“Upon immediate visual inspection of the vehicle, all of the reported stolen items were in the rear seat of the vehicle,” Perez wrote. “DMV checks revealed that the registration plate was not registered to the vehicle.”

The license plate was seized and logged as evidence. The vehicle was towed from the scene.

A check on Bartis “revealed that he had three outstanding bench warrants,” Perez wrote in the report. He was handcuffed and placed under arrest for a felony charge of Shoplifting (Second Offense), felony Conspiracy, and for being a Habitual Offender. Bartis was transported to Johnston Police Headquarters where he was processed, allowed to make a phone call, and held in a cell while he awaited further arraignment.

Ezell was handcuffed and arrested for felony Shoplifting (second offense) and felony Conspiracy, transported to headquarters, processed, allowed to make a phone call, and secured in a cell while awaiting arraignment.

Ezell was held as a probation violator.

Meseck was also handcuffed and arrested for misdemeanor Shoplifting and a misdemeanor charge of Conspiracy, transported to headquarters, processed, allowed to make a phone call, and secured in a cell. She was released with a Third District Court summons to appear in court on Nov. 1.

A witness at the store told police that around 2:24 p.m. that day she saw Meseck and Ezell enter the store and walk to the hardware department. The witness told police that Ezell selected multiple Milwaukee winter hats, gloves and a power tool, placing them inside Meseck’s handbag, according to the police report.

The pair walked toward the main exit door and past the points of purchase making no attempt to pay for the items, according to police. The witness made positive identifications of the suspects, and requested all three trespassed from the store.
